Urgent repairs to premises in residential buildings owned by Riga City Municipality

Summary

The procurement covers urgent repairs, ordered through individual work assignments, to premises in residential buildings owned by the Riga City Municipality. Works may include preparation and demolition, repair and finishing of walls, ceilings and floors, window and door repairs, plumbing, water and sewer pipes, heating, ventilation and electrical work, and other minor repairs. The contract is not divided into lots. The contract runs for up to 18 months or until the planned contract value of EUR 180,635 excluding VAT is reached, whichever occurs first. The cost of works at any one site under a work assignment must not exceed EUR 5,000 excluding VAT, and the work must not exceed half the construction volume of the premises being repaired. Each assignment may cover up to five sites, and work may be carried out at no more than five sites at the same time. The completion period for a work assignment is up to 10 working days. The prices for the 12 work categories account for up to 95 evaluation points, and the warranty for up to 5 points; the warranty must be 24–36 months. Prices must be provided for every specified work category. The bidder must demonstrate registration and legal authority to carry out construction works, provide at least three positive references for completed and accepted construction works performed during 2021–2026, and appoint a building works manager holding a valid construction-practice certificate. Civil liability insurance of at least EUR 15,000 is required. Compliant estimates for all 12 work categories must be signed by a certified construction specialist. Bids must be submitted electronically through EIS by 22 October 2026 at 10:00.
