Refuelling SIA “Daugavpils satiksme” buses with CNG, supplying CNG

Summary

The tender concerns the uninterrupted refuelling of at least 40 M3-category buses operated in Daugavpils, together with the supply of CNG. Expected consumption is 70,000 kg per month and the contract term is 60 months. The station must be located within the administrative boundaries of Daugavpils and provide refuelling 24 hours a day, seven days a week. The bidder must also be able to provide 24 hours of uninterrupted refuelling in an emergency and supply biomethane when requested by the contracting authority. Participation requires, among other things, average annual net turnover of at least EUR 5,000,000 in 2023–2025, proven CNG refuelling experience covering at least 800,000 kg during 2023–2026, legal authorisation to sell and dispense CNG, and a winter reserve of at least 10,000 kg of CNG at Inčukalns. The tender guarantee is EUR 40,000. The tender must be submitted electronically by 9 October 2026 at 10:00. Tenders will be evaluated as the most economically advantageous: the CNG price mark-up carries up to 70 points and the distance of the station from the contracting authority’s premises carries up to 30 points.
