Supply and delivery of diesel and non-road diesel fuel to the Canopia, Mendixka and Zaluaga facilities

Summary

The tender covers the supply and delivery of diesel and non-road diesel fuel to the Bil Ta Garbi facilities at Canopia, Mendixka and Zaluaga. It is divided into three lots: non-road diesel for Canopia (Lot 1); diesel and non-road diesel for Mendixka (Lot 2); and non-road diesel for Zaluaga (Lot 3). This is a framework agreement with an initial term of one year from the first order, and in any event no later than 1 January 2027. It may be renewed three times for one year each. The minimum and maximum values for the full term, including renewals, are: Lot 1, EUR 256,000–364,000; Lot 2, EUR 924,000–1,300,000; and Lot 3, EUR 372,000–528,000, excluding VAT. Deliveries must be made within two working days of receipt of an order. Canopia accepts deliveries on working days from 12:30 to 16:00, with a minimum non-road diesel order of 1,000 litres. Mendixka accepts deliveries on working days from 08:30 to 15:30; the minimum order is 10,000 litres for each fuel, and each delivery must be at least one truckload. Zaluaga accepts deliveries on working days from 08:00 to 12:00 and 13:30 to 15:30, with a minimum non-road diesel order of 1,000 litres. Tenders must be submitted electronically by 12:00 on 6 November 2026 and remain valid for 120 days. Bidders must provide the required qualification information and documents, including turnover figures for up to the last three available financial years, relevant references and proof of valid professional liability insurance, together with a technical statement. Tenders are evaluated on price (70%) and technical merit (30%). The technical assessment covers the suitability of staff and equipment (40%), the service description and health and safety methods (40%), and measures to reduce the environmental impact of equipment used (20%).
