Supply and installation of vehicle lighting-signalling equipment

Summary

The procurement covers the supply, installation, commissioning and maintenance of vehicle-mounted illuminated traffic and safety signalling equipment for the Landes departmental road and traffic-safety vehicle fleet. The equipment includes, among other things, rear and front vehicle-mounted variable message signs, emergency light arrows, a trailer-mounted lane-merging arrow, magnetic searchlights and roof bars with a triangular warning sign and orange warning lights. The estimated quantities are 8, 3, 2, 2, 1, 10 and 15 units or assemblies, respectively. Equipment must be adapted to different vehicles and installed without compromising vehicle safety or regulatory compliance. This is a single-supplier framework agreement operated through orders. Its initial term is 12 months, with up to three tacit renewals of 12 months each. The maximum value is €250,000 excluding VAT for the initial period and the same amount for each subsequent period. The deadline for submission is 3 November 2026 at 10:00, and bids must be submitted electronically. A social-inclusion action is mandatory: the calculation assumes labour represents 35% of the contract amount, labour costs €33 per hour, and at least 10% of labour time is devoted to inclusion; the number of hours depends on the bid value. Bidders must provide references for comparable supplies or services from the previous three years and the required application and bid documents. The bid must include a technical description and a sustainability statement. Bids are evaluated on price (50%), technical merit (25%), delivery time (20%) and environmental performance (5%).
