Green space and tree-covered area maintenance services in Reunion and Mayotte

Summary

This procurement is a 20-lot framework agreement for maintaining green spaces and tree-covered areas, including pruning trees, palms and coconut palms, at armed forces sites, military residences and adapted military service regiment premises on Reunion and Mayotte. Work will be ordered as needed. Services include routine maintenance, occasional repair of green areas, and collection and removal of green waste. Pesticides are prohibited; weed control must use mechanical or other alternative methods. Waste must be removed on the day of the work and must not be burned on site. The framework agreement lasts 48 months in total, with an initial period ending on 31 December 2027 and four possible annual extensions. There is no minimum spend; the combined maximum for all lots is EUR 14,730,000 excluding VAT. Maximum values by lot are: 1 – EUR 750,000; 2 – EUR 500,000; 3 – EUR 350,000; 4 – EUR 80,000; 5 – EUR 1,100,000; 6 – EUR 750,000; 7 – EUR 1,200,000; 8 – EUR 1,400,000; 9 – EUR 200,000; 10 – EUR 1,050,000; 11 – EUR 1,650,000; 12 – EUR 150,000; 13 – EUR 1,250,000; 14 – EUR 400,000; 15 – EUR 550,000; 16 – EUR 1,550,000; 17 – EUR 450,000; 18 – EUR 600,000; 19 – EUR 600,000; and 20 – EUR 150,000. Lots 2 and 20 are reserved for adapted companies and work-assistance and service establishments. For certain green-space lots on Reunion, no bidder may be awarded more than three lots. Bids must be submitted electronically by 26 November 2026 at 12:00 Reunion time or 11:00 Mayotte time. Site visits are mandatory for lots 6, 7 and 19 and optional for the other lots. Bids are evaluated on price, staffing and logistics, handling urgent call-outs, and sustainable development; the weighting varies by lot. Bidders must submit prices and an order simulation, as well as the completed technical response framework. The technical proposal must describe the team, work organisation, equipment and logistics, arrangements for urgent work, environmental impact and social inclusion measures. Security checks apply to the company and personnel performing work under lots 3, 6 and 17.
