Supply of Fresh Fish and Seafood for Collective Catering

Summary

The procurement covers the supply of fresh fish, seafood and prepared seafood products for collective catering to members of the regional purchasing centre. It is a single-lot, call-off framework agreement. The initial term is 12 months from 1 March 2027 or, if later, from the date of notification. It may be renewed three times for 12 months each, for a maximum total term of 48 months. The maximum value is €250,000 excluding VAT for the initial term and €1,000,000 excluding VAT for the full agreement. Bidders must submit a simplified application statement and declaration, a technical proposal, product technical sheets, the samples listed in the tender documents, and a schedule of unit prices. The technical proposal must describe, among other things, the supply chain and logistics, quality controls, product traceability, procedures for sanitary alerts, and environmental and social measures. Products must comply with applicable food-safety and labelling requirements. Fresh fish must have a minimum remaining shelf life of 4 days, with at least 48 hours between delivery and consumption, excluding weekends. Product origin must be stated; fillets must be boneless and free of phosphate additives. Panga, Nile perch and species identified as risky because of their fishing area must not be offered. Tenders are evaluated on price (40%), product quality assessed from technical sheets (20%), the organoleptic quality of samples (20%), service and logistics (10%), and environmental and social value (10%).
