Supply of French-language books and school textbooks published in France to the University of Poitiers
Summary
The University of Poitiers is seeking monographs and school textbooks published in France whose main language is French. This is a single-supplier framework agreement under which books will be ordered as needed for university sites in the Poitou-Charentes region. The supply is primarily of printed books, which may include accompanying materials. E-books, subscriptions, restricted-circulation publications, publications distributed exclusively by their publishing organisations, and author-funded publications are excluded. The framework agreement starts on 11 January 2027 or, if later, on its notification date. Its initial term is two years and it may be renewed once for a further two years, for a maximum total term of four years. There is no minimum purchase volume; the maximum value for the entire contract is EUR 1,000,000 excluding VAT. Books held in stock must be delivered within 72 hours. The bidder must state a precise delivery time in its tender for books not held in stock. The discount on book prices may not exceed 9%, and the discount offered remains fixed for the full contract term, including any renewal. Bidders must describe their technical service, including delivery times and stock, order tracking, complaint handling, and environmentally responsible packaging and transport. A permanent French-speaking contact and a substitute are required, as is a contact for exchanging order and invoice data. Where systems are connected, order and invoice data exchanges must be automated; an alternative procedure must also be available for university units that do not use electronic data exchange. Tenders are evaluated on technical merit (70%), price (20%) and sustainability performance (10%). Tenders must be submitted electronically by 2 November 2026 at 12:00 noon Paris time.
