Investment and maintenance works on the regional estate and other assets

Summary

The tender covers investment and maintenance works on Guadeloupe’s regional estate and other works. The procurement is divided into 68 technical lots: 17 types of work across four geographical areas. The work includes, among other things, road and utility-network works, general construction, timber and metal structures and roofing, plumbing and gas works, electrical works, air-conditioning installation, finishing, security and fire-alarm systems, and sports facilities. This is a framework agreement, with up to three contractors appointed for each lot. A bidder may be awarded up to five technical lots in one area and up to seven lots across all four areas. Each lot has an initial term of 12 months and may be tacitly renewed up to three times; the total term may not exceed four years. Bids must be submitted electronically by 2 November 2026 at 17:00 Paris time. Bids must remain valid for eight months. Technical quality, assessed on the basis of a technical proposal with three subcriteria, accounts for 40% of the evaluation, and price accounts for 60%. Variants are not permitted. Electronic invoicing is required during contract performance; the tender documents set out the detailed special performance conditions.
