Production of the Dax and Terra cosmetic range and supply of packaging

Summary

The procurement covers the supply of packaging and manufacture of products for the Dax and Terra cosmetic range, divided into five lots. The total framework-agreement ceiling is €600,000 excluding VAT, and each lot will be awarded to a single supplier. The initial term is 12 months, with three possible 12-month extensions, for a maximum duration of 48 months. Lots and four-year ceilings: 1) plastic cosmetic tubes in 200 ml, 50 ml and 10 ml sizes — €120,000; 2) 50 ml and approximately 7 ml glass cosmetic jars with screen-printed caps and seals — €80,000; 3) cosmetic stand-up pouches with side screw caps in 600 ml, 300 ml and 100 ml sizes — €40,000; 4) production and development of the Dax and Terra cosmetic range, including regulatory compliance — €280,000; 5) supply and manufacture of thermal-water atomizers — €80,000. Tenders must be submitted electronically by 3 November 2026 at 12:00 and remain valid for six months. In addition to price, tenders are assessed on production capacity and other lot-specific factors described in the technical submission. Contract performance must comply with the environmental and social conditions in the tender documents. For Lots 4 and 5, candidates seeking access to the cosmetic formulas must submit a signed confidentiality undertaking at least 10 days before the submission deadline; the formulas will be provided no later than 6 days before that deadline.
