Preparation and delivery of meals for the home meal delivery service
Summary
The contract covers the preparation, packaging and cold-chain delivery of meals for the home meal delivery service of the Plateau Picard Community of Municipalities. The supplier must prepare and portion the meals, transport them without breaking the cold chain, unload them into the contracting authority’s refrigerated cabinets, and collect and hygienically wash and handle reusable transport trays. The community itself distributes the meals to residents. This is a single-lot, single-supplier framework agreement based on orders, with no minimum quantity. It runs for four years from 15 January 2027 and has a maximum value of EUR 800,000. The maximum quantity over four years is 168,800 meals: up to 30,000 standard meals, 2,500 meals with no added salt, 6,000 meals with no added sugar, 3,000 vegetarian meals and 700 themed meals per year. Bidders must submit both the basic solution, in which the supplier provides and maintains the transport trays, and the mandatory variant, in which the contracting authority provides the trays while the supplier remains responsible for meal packaging, delivery and unloading, as well as washing, disinfecting and storing returned trays. The supplier must propose menus at least 15 days in advance, offer daily choices and use a meal plan prepared by a qualified dietitian. The service includes standard, no-added-salt, no-added-sugar, vegetarian and themed meals; the consultation rules also require a vegetarian menu every week. Meals must comply with food-safety, HACCP and nutritional requirements. The contracting authority expects at least 50% sustainable, quality products, including 20% organic products, and at least 30% locally sourced food other than seafood; one definition of local sourcing is within 150 km of the central kitchen. Reusable or compostable packaging must be used, and a food-waste reduction plan must be provided. During contract performance, a social-inclusion obligation applies: 10 employment-insertion hours must be completed for every EUR 10,000 of orders invoiced. Offers must be submitted electronically in French by 12:00 noon on 2 November 2026. The award criteria are meal quality and ease of use (50 points), total service cost (50), technical merit (20), and environmental and sustainability measures (20).
