Purchase of building supplies and materials for the City of Gentilly

Summary

The City of Gentilly is procuring building supplies and materials in nine lots: plumbing and sanitary equipment; general electrical supplies; lighting; tools; ironmongery, fasteners and locks; paints and wall and floor coverings; construction materials; glazing; and timber. The framework agreement covers the supply and, where relevant, collection of products, with orders placed as the city’s needs arise. There is no annual minimum order value. The annual maximums excluding VAT for Lots 1 to 9 are respectively EUR 100,000, EUR 100,000, EUR 100,000, EUR 80,000, EUR 110,000, EUR 40,000, EUR 40,000, EUR 10,000 and EUR 50,000. Lots 1, 2, 4 and 5 may have two contractors; each other lot has one. For multi-supplier lots, orders are generally allocated in a 65/35 ratio. The contract starts with a one-year term and may be tacitly renewed three times for one year each, up to a total of four years. The supplier must ensure product availability, normally deliver within 48 hours, and provide delivery within four hours for urgent needs. At least one sales counter open to professionals must be within 10 km by road of Gentilly’s municipal technical centre; preparing and handing over common products must take less than 30 minutes. Products must be suitable for intensive professional use, compatible with existing installations, and compliant with applicable rules and the technical specifications for the relevant lot. Bids must be submitted electronically. Prices are provided in a unit-price schedule; items not listed there are priced using the supplier’s public catalogue price less the contractual discount stated in its offer.
