Technical and administrative coordination of the C-CIRC project

Summary

The contract is for the technical and administrative coordination of the Caribbean Cybersecurity Incident Response Community (C-CIRC) project. The work includes coordinating and facilitating the partnership, monitoring project administration and finances, managing cash flow, supporting competitive procurement processes, and coordinating communications. Services will be performed in Guadeloupe, at the contracting authority’s or contractor’s premises, and at project activity sites; travel to partner territories and, where necessary, outside the cooperation area may also be required. This is a single-lot, mixed-price contract with an initial term of 24 months and two possible 12-month renewals, for a maximum total term of 48 months. The estimated value is EUR 400,000 excluding VAT, and the total contract value is capped at EUR 440,000 excluding VAT. Bids must be submitted electronically through an open procedure without negotiations. Evaluation gives 40% weight to price, 55% to technical merit and 5% to environmental performance; bidders must provide a technical proposal and an environmental statement.
