Asbestos surveys, building diagnostics and dust measurements in colleges and buildings of the Isère department

Summary

The procurement covers asbestos surveys, property diagnostics and measurements of asbestos dust in the air and at workplaces in colleges and other buildings across the Isère department. Services include surveys and condition assessments of materials containing asbestos, surveys before construction or demolition, visual checks of treated surfaces, support to the contracting authority for works and presentation of reports. The scope also includes lead surveys, searches for wood-boring insects, and building energy, gas, electrical, floor-area and major-risk diagnostics. The procurement is divided into three geographic or service-based lots and is a framework agreement performed through individual orders, with services paid at unit prices. The estimated total value is EUR 1,780,000. Lots 1 and 2 have an initial term of 12 months, renewable three times for 12 months each; lot 3 runs for 12 months and may be renewed twice for 12 months each. Tenders must be submitted electronically by 12:00 on 19 October 2026. A bidder may tender for up to three lots but may be awarded no more than one. Price accounts for 55% of the evaluation; the remaining points concern organization and scheduling, personnel and equipment, and environmental performance. For lot 3, the quality of the deliverables described in the technical submission is also assessed. Bidders must provide the required certificates or equivalent evidence, workforce, turnover and reference information for the last three years, and a declaration that no exclusion grounds apply.
