Maintenance of Green Spaces in the City of Calais

Summary

The City of Calais is seeking a single-supplier framework agreement for four years to maintain the city’s green spaces through work orders. The contract has a minimum value of EUR 200,000 and a maximum value of EUR 2,000,000, both excluding VAT. Work includes, among other things, lawn mowing and ecological grazing, mowing and hay management, lawn establishment and seeding, stump removal, hedge trimming, planting, tree felling and pruning, weed control, watering, path repairs and providing labour for specific needs. Environmental conditions apply: equipment must be modern and maintained, battery-powered equipment should be used where performance is comparable, waste must be sent through approved channels, and grass and mowing waste must be directed to biogas facilities. Staff must be trained in differentiated and nature-friendly grounds management. Bids must be submitted electronically in French and in euros by 2 November 2026 at 17:00. The bid must include the price schedule, contract form and a technical memorandum of no more than 50 pages describing the proposed workforce, equipment and methods. Evaluation is weighted 45% for price, 50% for technical merit and 5% for environmental performance. Bidders must demonstrate technical and professional capacity and provide turnover, staffing and past-performance information for the last three years; insurance, an equipment description and approval for plant-protection work from the regional plant protection service, together with permitted plant-protection products, are also required. The tender documents set no minimum turnover or other financial threshold.
