Maintenance and evolution of CNM business applications

Summary

The CNM calls for two framework agreements to provide third-party maintenance and evolutionary updates for CNM’s business applications. Lot 1 covers maintenance and evolution of the Loutil and Mon Espace Pro applications; Lot 2 covers maintenance and evolution of Mon Espace, SSO – Base référentielle, and CNMWork. The procurement will be evaluated on price (30%), technical/methodological approach (50%), regulatory compliance (10%), and social/environmental criteria (10%). Bidders must demonstrate financial capacity (three most recent financial years), technical and staffing capabilities (including developers and a project manager), relevant prior experience, and the ability to supply additional developers. Data protection/ RGPD compliance, data security, confidentiality, risk and quality management, and reversibility plans must be described. Proposals should address incident management, service continuity, and environmental and social responsibility. References and examples of comparable maintenance/development work should be provided to demonstrate capability to meet CNM requirements.
