Acquisition and implementation of a property management solution for the Nouvelle-Aquitaine Region

Summary

The tender concerns the acquisition, supply and implementation of a property management solution for the Nouvelle-Aquitaine Region. The solution must support the management of the property register, plans, occupancy, leases, regulatory obligations, documents, reporting and integration with the Region’s information systems, and must include data and plan migration, training, deployment, support and maintenance. The contract is a 48-month composite framework agreement with one supplier: one part is paid at lump-sum prices and the other is performed through purchase orders; the maximum value of the purchase-order part is EUR 1,000,000 excluding VAT. The bidder must provide turnover information for the three most recent financial years, references for relevant work performed during the last three years with amounts, dates and clients, and average staffing and management-staff figures. The tender must include the required candidature and pricing documents, the technical response and the security assurance plan annex. It must be submitted electronically in French, or with a certified French translation, by 15 October 2026 at 12:00. Variants are not permitted. Tenders will be evaluated on technical value (65%), cost (30%), and environmental and social considerations (5%).
