Supply of foodstuffs and beverages

Summary

The City of Chelles is procuring foodstuffs and beverages under a single-supplier framework agreement with purchase orders, divided into four lots: general food supplies; alcoholic and non-alcoholic beverages; supply of the Cuizines bar, including incidental equipment rental and maintenance; and fresh pastries, sandwiches and savoury and sweet finger food. Bids may be submitted for one or more lots. The framework has no minimum volume and maximum values per period of EUR 50,000, EUR 30,000, EUR 20,000 and EUR 25,000 respectively, excluding VAT. The initial period runs from 2027 and may be renewed up to three times for 12 months, through 2030. The bid deadline is 6 October 2026 at 12:00. Offers must be submitted electronically in French and in euros. The bidder must provide the required administrative and technical evidence, pricing schedules, estimated quantities, technical memorandum and, for lot 3, equipment technical sheets. Selection is based on price, technical quality and environmental performance. Price carries 65 points for lot 1 and 60 points for lots 2–4; technical quality carries 30 points for lot 1 and 35 points for lots 2–4; environmental performance carries 5 points for every lot.
