Diving services for VNF's Northern Pas-de-Calais Territorial Directorate

Summary

This open procedure concerns a single-operator framework agreement for diving services on the waterways of the Nord–Pas-de-Calais area. The work may include rapid, scheduled and emergency interventions, repairs, visual inspections, dimensional surveys, cleaning, underwater video inspections and minor maintenance. Emergency interventions may be required 24/7, while daytime services are scheduled from 06:30 to 20:30 and night services from 20:30 to 06:30. There are three lots: Deûle–Scarpe, Escaut–Saint-Quentin and Flandres–Lys. Bids may be submitted for all lots, and each lot will be awarded to one operator. The framework agreement has a one-year initial term with three possible 12-month renewals, for a maximum duration of four years. The annual minimum is EUR 10,000 excluding VAT for each lot; the annual maximum is EUR 75,000 for lots 1 and 2 and EUR 62,500 for lot 3. The four-year maximum is EUR 300,000 for lots 1 and 2 and EUR 250,000 for lot 3. The bidder must prove competence for diving works by providing relevant references or evidence equivalent to FNTP professional identity certificate 763; foreign companies may provide equivalent evidence issued by an authority in their country. No minimum financial capacity threshold is set, but turnover, insurance or bank evidence, staffing, equipment, references and professional qualifications must be submitted. The offer must include the signed contract form and annexes, unit-price schedule and technical memorandum. Submission is electronic only, in French and in euros, by 8 October 2026 at 12:00. The award criteria are price (65%), technical value (25%) and environmental value (10%).
