Acquisition of new and used vehicles

Summary

The City of Aulnay-sous-Bois is purchasing and taking delivery of new and used vehicles for municipal services, particularly the municipal police. The framework agreement is divided into four lots: new equipped utility vehicles, new equipped patrol cars, new equipped motorcycles, and used utility vehicles. Bids may cover one, several, or all lots. The annual maximum values are EUR 180,000 excluding VAT for Lot 1, EUR 270,000 for Lot 2, EUR 150,000 for Lot 3, and EUR 160,000 for Lot 4. Lots 1–3 may be tacitly renewed three times, for a maximum total duration of four years; Lot 4 is not renewable. The submission deadline is 5 October 2026 at 12:00. Bids must be submitted electronically in French and in euros. The bid must include the signed commitment form, the fully completed unit-price schedule, vehicle technical data sheets, the warranty and after-sales service form, and a technical memorandum. Offers are assessed mainly on price, delivery time, warranty and after-sales service, and technical value. For Lots 1–3 the weightings are 45%, 25%, 20% and 10%; for Lot 4 they are 40%, 15%, 20% and 25% for price, delivery time, warranty and after-sales service, and technical value respectively.
