The tender covers the supply of guaranteed active electricity and associated services for delivery points operated by chambers of commerce and related organisations in the Grand Est region. It is a four-lot framework agreement with subsequent contracts, lasting 4 years; up to three operators may be appointed per lot. The lots cover 55 delivery points and an estimated annual consumption of 2,328,703 kWh for ENEDIS Grand Est, 2 delivery points and 845,855 kWh for Strasbourg, 4 delivery points and 1,132,141 kWh for Colmar, and 3 delivery points and 415,329 kWh for Metz. Offers may be submitted for all lots and must be filed electronically by 2 October 2026 at 12:00 local Paris time. The bidder must demonstrate legal, financial, professional and technical capacity, hold a valid electricity supply authorisation or a valid application for one, and provide the required candidacy and offer documents. The offer must include the completed contract form, indicative unit-price schedule, estimated quantitative detail, technical and environmental response, supporting examples and a non-interference declaration. Known subcontractors and intended subcontracted activities must be disclosed. Offers must be in French and in euros. No variants are allowed at framework-agreement stage, and environmental performance conditions are binding.
