Optimization of bring-bank collections across the SM SIROM Flandre Nord territory
Summary
The procurement concerns the optimization of bring-bank collection services for glass and paper in the territory of SM SIROM Flandre Nord. It is an open procedure for a framework agreement divided into three lots: (1) supply, installation and maintenance of fill-level sensors and collection-optimization software; (2) collection and transport of glass and paper banks using Kinshofer equipment; and (3) collection and transport of paper banks using a simple-hook system. Bids may be submitted for all lots, but the lots are not necessarily intended to be awarded together, and each lot is awarded to one economic operator. Lot 1 runs for 4 years. Lots 2 and 3 run initially for 1 year and may be renewed three times for one additional year each. The bid deadline is 5 October 2026 at 12:00. Bids must be submitted electronically, remain valid for 90 days, and be prepared in French or accompanied by a complete French translation. No variants are allowed and no specific legal form of consortium is imposed. The bidder must provide legal, financial and professional capacity information, the required bid documents, and a technical proposal. The award criteria are price, technical value and after-sales or environmental performance, with weightings differing by lot. The framework uses minimum and maximum amounts: lot 1 has an initial-period minimum of EUR 3,750 and maximum of EUR 50,000; lot 2 has a minimum of EUR 20,000 and maximum of EUR 75,000; and lot 3 has a minimum of EUR 5,000 and maximum of EUR 37,500. The cumulative maximums over all periods are EUR 200,000, EUR 300,000 and EUR 150,000 respectively.
