Apartment Cleaning Services Framework Agreement

Summary

The procurement concerns apartment cleaning services for the contracting authority’s properties, usually when tenants change, but also in occupied apartments. Orders may include complete apartment cleaning, bathroom, kitchen, toilet and sauna cleaning, oven and refrigerator cleaning, mechanical floor cleaning and protection, window cleaning, removal of abandoned items, cleaning after renovations or evictions, and special cleaning such as nicotine, biological-contamination or death-scene cleaning. Services may also be ordered in common areas and outdoor areas. Apartment cleaning is estimated at 5–20 assignments per month. The authority intends to establish a framework agreement with up to three providers. Orders will be placed as unit-price and hourly-rate work according to need, with a minimum charge of one hour, and the authority gives no minimum or maximum purchase guarantee. The planned contract period is 11 November 2026 to 11 May 2028, with a possible two-year option period from 12 May 2028 to 12 May 2030. The contract will be awarded to the lowest-priced compliant tenders, based on the price comparison figure. The provider must supply its own professional equipment, cleaning products and materials, include waste transport and recycling in its prices, protect surfaces and people from harm, report defects and risks, manage keys securely and return them no later than 12:00 on the working day following completion. Work normally starts on weekdays between 08:00 and 16:00, and the provider must complete each order by the deadline set by the authority. The tender must be in Finnish, submitted by 20 October 2026 at 12:00, and prices must include 25.5% VAT and all related costs.
