Business impact assessment – Integration training in the Turku employment area
Summary
This is a market consultation and request for comments, not a contract notice or invitation to tender. The City of Turku is preparing a procurement for integration training for immigrants in the Turku employment area. The planned service would follow the Finnish National Agency for Education’s 2022 curriculum framework for integration training and the Act on Organising Employment Services. Its aim is to support participants’ transition into employment or further education and to improve their employment prospects through measurable, individualised and planned support. The planned procurement would be divided into six lots: integration training in the Turku region, the Loimaa region and Vakka-Finland, online integration training, an initial language assessment, and piloting. The training consists of four modules of 60 student working days each, with a maximum of 240 student working days per participant. Group sizes would be 25 in Turku and 12–25 in Loimaa and Vakka-Finland. The planned framework agreement period is 1 January 2027 to 31 December 2028, with a two-year option until 31 December 2030, and the estimated total value is approximately EUR 20 million. The framework agreement would set the main service terms and prices but would not guarantee any purchase volumes. Interested companies are invited to comment on the business impacts of the planned procurement through the linked form; responses are non-binding and may influence the future procurement documents.
