Procurement of a digital service for domestic newspapers and magazines

Summary

The procurement concerns a digital service for domestic newspapers and magazines, including a publication collection and a user interface for browsing, searching and reading the publications. The service must be available to the entire Finnish central government user group, including ministries, the Office of the Chancellor of Justice and the Office of the President of the Republic. Access must be provided through IP authentication or single sign-on and must also be available during remote work. The service must be accessible around the clock every day of the year and must allow the customer to obtain usage statistics. Additional newspaper and magazine titles may be ordered during the contract period; simultaneous newspaper access is intended for six users, while the number of simultaneous magazine users is defined separately for each title. The supplier must include a description of the digital service with its tender and must implement the service within one month of contract signature. Implementation includes setting up the service, testing compliance with the requirements and correcting deficiencies until acceptance by the customer. A single supplier will be selected.
