24-hour supported housing for multi-morbid clients under 65 – fifth opening of the dynamic framework agreement
Summary
The tender concerns long-term social-care supported housing and partial-day care for mainly under-65 clients with multiple illnesses. It is the fifth opening of Helsinki’s dynamic framework agreement, allowing new service providers to apply and existing providers to submit offers for new units or service areas. The estimated need during the contract period is 200–300 places across four service types: 30–40 places for clients with physical and/or psychological disabilities who are current or former substance users; 200–250 places for other mainly under-65 clients with such disabilities; 30–40 places for working-age clients with early-onset dementia; and 10–20 places of partial-day care for working-age clients with early-onset dementia. Price and quality are compared, with quality scoring based on the latest available RAI comparison data. The tender deadline is 14 October 2026 at 09:00 UTC.
