Procurement of outsourced physician services (on-site consultations) for Lappica locations

Summary

The procurement concerns outsourced general practitioner and occupational health physician services provided mainly through on-site consultations at Lappica locations in Rovaniemi, Kemijärvi and Salla, Kemi, Tornio, Sodankyla and Kittila. The service supports Lappica's occupational health provision when its own physician capacity is insufficient. The work may include on-site, remote and telephone consultations, consultations with other professionals, referrals, medical certificates, prescriptions and multidisciplinary teamwork. Occupational health physician services also include health examinations, occupational health negotiations, workplace surveys and cooperation with employers. There are six lots and the estimated resource needs are: Rovaniemi, 1.0 FTE general practitioner and 1.0 FTE occupational health physician; Kemijarvi and Salla, 0.5 FTE occupational health physician; Kemi, 1.0 FTE general practitioner; Tornio and Kemi as needed, 0.5 FTE occupational health physician; Sodankyla, 0.5 FTE occupational health physician; and Kittila and Kolari, 0.5 FTE occupational health physician. One 1.0 or 0.5 FTE resource may not be divided between several physicians, although one physician may cover two separate 0.5 FTE resources. Remote work from elsewhere is not allowed, and the service does not include evening, night or weekend work. The contract is intended to run from 1 January 2027 to 31 December 2027, with a possible one-year option at the contracting authority's discretion. The estimated maximum procurement value is EUR 2,000,000 excluding VAT. The lowest compliant hourly price is the only basis for selecting a provider for each service. Tenders must be submitted in Finnish electronically by 12 October 2026 at 12:00. Participation requires the specified physician licences, experience or occupational health qualifications, Finnish-language skills, vaccination and radiation-protection compliance, one recent qualifying reference, insurance, data protection and other contract-compliance documentation.
