Framework agreement for the water utility’s earthmoving and machinery contracting

Summary

Lapua City is establishing a framework agreement for earthmoving and machinery contracting for the water utility’s construction and maintenance works. The services cover hydraulic excavators, wheeled tractors, trucks, vacuum and sludge trucks, and construction assistance. The main contract period is 1 January–31 December 2027, with a possible option for 2028; the offered prices must remain valid through 31 December 2028, and the option may be used by equipment group. Bids must be submitted by 28 September 2026 at 12:00. The work is ordered as needed, and the agreement does not guarantee any particular purchase volumes or exclusivity. In urgent situations, the contractor must be able to arrive at the site within two hours of notification, with the requested equipment; urgent repair availability is required 24/7/365. The bid must include the required forms, company and tax documents, equipment details, references from the last ten years, driver information, training evidence and hourly prices. Equipment must meet the specified age, ownership, safety and accessory requirements. Selection is based on combined price and evaluation scores, including experience, driver training, equipment age and 3D equipment where applicable.
