Procurement of Water and Sewer Pipeline Supplies

Summary

The tender establishes framework agreements for water and sewer pipeline supplies for worksites in Kuopio. The six lots cover house and main-line valves and valve spindles; cast-iron manhole covers and other cast-iron covers; ductile-iron pressure pipes and fittings; plastic pressure pipes, plastic pipes and telescopic inspection chambers for wastewater and stormwater; filter fabrics; and insulation boards. Bidders may tender for one or more lots. Price is the sole award criterion in every lot. All suitable bidders are selected for lots 1 and 3, one supplier for lot 2, and two suppliers for each of lots 4–6. The framework has a maximum value of EUR 4,000,000 excluding VAT. It runs for two years, with the contracting authority able to exercise up to two one-year options; the anticipated start date is 1 January 2027. There is no minimum purchase commitment or supplier exclusivity. Bidders must submit a compliant price offer and demonstrate suitability. Prices must be quoted in euros to two decimal places, excluding VAT, for every requested line; the required manufacturer and country-of-manufacture details must also be provided. Products must meet the technical minimum requirements for the relevant lot. The offer and its attachments must be in Finnish. Delivery terms include next-working-day availability for small orders of 1–10 items where the order is placed by 1 p.m. on the previous working day, and delivery of orders exceeding 10 items to the worksite within 10 working days. For certain valve, pipe, chamber and filter-fabric products, a smaller initial delivery enabling work to start must be possible within five working days.
