Replacement of Helsinki Ice Hall district-heating equipment and procurement of heat-pump equipment including design, delivery and installation
Summary
The procurement covers a turnkey replacement of the Helsinki Ice Hall’s district-heating equipment and the supply, design and installation of a heat-pump system. The supplier must deliver a ready-to-use system, connect the heat pump to the refrigeration plant’s condenser circuit and to the heating network, install at least 5 m³ of energy storage, replace and remove the old district-heating equipment, prepare the required electrical, piping and automation plans, commission the system and provide user training. The heat-pump system must have a combined rated heat output of at least 400 kW, produce at least 65 °C supply water and support the specified metering and automation requirements. The system must be ready for acceptance by 31 January 2027. Offers must be submitted in Finnish by 29 September 2026, remain valid for six months and cover the single undivided procurement. A mandatory site visit must be completed before the deadline, with a signed confidentiality undertaking submitted before participation. The award is based on price-quality ratio: price 70% and quality 30%.
