Technical assistance for implementing the 2026–2030 Action Plan of the Green Procurement Programme

Summary

Ihobe is procuring 24 months of technical assistance to implement the Basque Country’s 2026–2030 Green Procurement Action Plan. The work covers support for public authorities and suppliers, including developing and updating environmental criteria, reviewing priority categories, managing programme participation, monitoring compliance and performance, preparing indicators and reports, providing direct assistance with greener procurement, and delivering information, workshops and training. It also includes technical support for procurement tools, estimating environmental and competitiveness benefits, an annual forum, communications and coordination; software development itself is excluded.
