Cleaning service for SMHAUSA offices and shared areas of its buildings

Summary

The contract covers routine and periodic cleaning, as well as separately requested extraordinary cleaning, at SMHAUSA-managed offices, archives, common areas of apartment buildings and other properties in Tarragona. Depending on each site, the work includes cleaning floors, stairs, entrances, glass, furniture, toilets, lifts and parking areas. The contractor supplies the staff, cleaning products, materials, hygiene consumables and equipment required; water and electricity available at the sites are excluded. Staff transfer is governed by the applicable collective agreement. The initial contract term is 2 years, with up to three one-year extensions. The contract is not divided into lots. The estimated two-year volume is 4,436 hours of ordinary cleaning and up to 100 hours of extraordinary services; the ceiling for both types is €23.50 per hour excluding VAT. The two-year base tender budget is €106,596 excluding VAT (€128,981.16 including VAT), and the estimated total contract value including possible extensions and modifications is €319,788 excluding VAT. Extraordinary work is ordered only when needed, and no minimum volume is guaranteed. Bids must cover the complete service and be submitted electronically in three separate parts. The technical proposal may not exceed 30 single-sided pages in Arial 11 and must address work organisation and service continuity, innovation, environmental measures, the team, work schedules and staff training. Price is worth up to 60 points; each of the four technical sections is worth up to 10 points. Bidders must meet the turnover or insurance requirement and demonstrate experience from three comparable services. The successful bidder must provide a final guarantee equal to 5% of the base budget excluding VAT.
