Postal and telegraphic services

Summary

TMB is procuring postal and telegraphic services to manage and deliver correspondence on a day-to-day basis in response to staff needs. The scope includes, among other things, ordinary mail, telegrams and burofax services. The procurement is divided into two lots: (1) postal services and (2) mail-handling services. Bidders may tender for both lots, with no limit on the number of lots they may bid for or be awarded. The contract runs for 3 years and may be extended by up to two 12-month periods, for a maximum total duration of 5 years. The anticipated start date is 15 September 2026. The estimated total contract value is €1,315,634.60 excluding VAT; the total budget including VAT is €852,813.15. The budget including VAT is €831,033.15 for Lot 1 and €21,780 for Lot 2. Bidders must demonstrate at least five similar postal-service assignments performed during the previous three years and provide the required quality, environmental, greenhouse-gas, chain-of-custody and information-security certifications. The contract requires a contract manager and a client coordinator, each with at least five years of relevant experience. Bids are assessed on price, technical arrangements and traceability, and, as applicable to the lot, the availability of environmentally friendly vehicles, staff experience and digital access to delivery records. The bid must also include a description of the proposed work arrangements; the technical proposal is limited to 10 single-sided pages.
