Meteorological information delivery services to Canal de Isabel II
Summary
The tender concerns the provision of meteorological information to Canal de Isabel II to support reservoir-operation forecasting and other water-management activities. The work includes a regular meteorological information service and, as required, regional and local forecasts derived from global atmospheric-model outputs, delivery of information through a GIS environment, reports on weather events, seasonal forecasts, snowpack estimates in reservoir catchments, optimisation of weather-station and radar locations, and analysis of climate-change effects. Situation reports and expert reports may also be ordered. The initial contract term is 3 years, with an option to extend by 2 years, up to 5 years in total. The maximum budget for the initial three-year period is EUR 317,400 excluding VAT (EUR 384,054 including VAT); the estimated total value including a possible extension is EUR 529,000 excluding VAT. Bidders quote a discount percentage against the price schedule, to no more than two decimal places. The buyer guarantees orders worth at least 50% of the initial-period maximum after applying the offered discount; actual demand may vary. Bidders must demonstrate at least EUR 40,000 in relevant annual turnover in one of the five most recent available financial years, comparable service experience, and a five-person team with the required qualifications and experience. Bids must be submitted electronically in Spanish. Price carries 49 points and technical award criteria carry 51 points, including additional experience of the weather-forecast verification specialist, use of the European Centre for Medium-Range Weather Forecasts model, and additional features in the mapping application.
