Supply of grey or black plastic refuse bags in various sizes

Summary

The contract covers a two-year supply of grey or black plastic refuse bags for waste generated by street-cleaning services in the municipalities of the Debabarrena association. Bidders may submit an offer for one or both lots: lot 1 is an estimated 13,000 bags measuring approximately 50 × 80 cm, gauge 200 or equivalent; lot 2 is an estimated 324,000 bags measuring approximately 70 × 105 cm, gauge 250 or equivalent. Quantities are estimates, and orders will depend on actual needs and the spending cap for each lot. The maximum two-year budget is EUR 51,684.63 including VAT; the cap is EUR 1,100.13 for lot 1 and EUR 50,584.50 for lot 2. Maximum unit prices are EUR 0.084625 and EUR 0.156125 including VAT, respectively. The bags must be made from recycled material and be 100% recyclable. The supplier must transport the bags, unload them and place them on pallets at the contracting authority’s warehouse; delivery will normally be in Eibar. The supplier must give at least 48 hours’ notice of the exact delivery date and number of pallets to arrange unloading. Delivery is due within six weeks of notification of an order. The bags must meet the technical specifications and carry a warranty of at least 12 months. Evaluation awards up to 90 points for price and up to 10 points for delivery time; a shorter delivery period may earn additional points. The bid must state a unit price for each lot offered and include the required technical description, data sheets and proof of gauge. Bidders must meet the eligibility and registration requirements and submit the required declarations and supporting documents.
