Technical assistance to improve contract performance monitoring

Summary

The contract is for six months of technical consultancy to improve monitoring of contract performance for Spain’s National Cancer Research Centre. The work includes analysing existing contract-control and workflow procedures and their legal and financial compliance; identifying risks and inefficiencies; proposing redesigned processes; and preparing manuals, document templates, indicators, and risk-control materials. The contractor will support the organizational implementation of improvements, train staff, and submit an activity report at the end of each phase. Software and automation will not be developed or technically implemented; the contractor will provide functional proposals and technical documentation for any possible later implementation. Work may be performed on site or partly remotely as needed and must be completed within six months, with the four phases due by the end of months 1, 3, 5 and 6 respectively. The contract is not divided into lots. The estimated value and budget before VAT are €79,000; the total including VAT is €95,590. Offers are assessed on technical quality for up to 40 points and price for up to 60 points. Bidders must meet the turnover, reference and team requirements and submit compliant technical and financial proposals. The technical section must score at least 14 points, and a bid scoring zero on either technical criterion will be rejected.
