Financial, compliance and operational audits of AUMSA for 2026–2028

Summary

The contract covers financial, legal-compliance and operational audits of the 2026, 2027 and 2028 financial years of AUMSA, the municipal company of València. Each year the contractor must deliver three separate reports: an audit of the annual accounts, an audit of compliance with applicable law, and an operational audit assessing effectiveness, efficiency and economy, identifying shortcomings and recommending corrective action. The contract may be extended for one year for 2029 and, if exercised, for a further year for 2030, with a maximum total term of five years. The bidder must hold professional indemnity insurance with coverage of at least EUR 300,000 and demonstrate the required prior audit experience. The minimum team comprises an audit partner/director registered as an active auditor and a team leader; specific experience and public-sector audit requirements apply to both. The bid must include a compliant technical memorandum describing the work plan, team and allocation of hours. The contract is not divided into lots and subcontracting is not permitted. Bids are scored on price for up to 65 points and on the technical memorandum for up to 35 points. The tender price must not exceed the estimated budget of EUR 74,197.20 including VAT (EUR 61,320 excluding VAT).
