Interim evaluation of Spain’s European Maritime, Fisheries and Aquaculture Fund programme 2027

Summary

The contract covers an interim evaluation of Spain’s European Maritime, Fisheries and Aquaculture Fund (EMFAF) programme for 2021–2027, based on implementation through 2027. As an independent external expert, the contractor will assess programme design, implementation, progress and results by specific objective and examine significant sectoral topics, including coastal fisheries, energy efficiency, generational renewal, women’s participation, data collection and digitalisation. The work includes document analysis, quantitative and qualitative data collection, surveys, interviews and, where needed, visits throughout Spain. The contract lasts 11 months from 1 January 2027 or, if signed later, from the following day. The contractor must submit the initial work plan within seven working days, an inception report, a draft final report in month ten and the final report in month eleven. The team must include one project director and two evaluators; the estimated workload is 2,700 hours. The estimated value is €82,737.63 excluding VAT, and the budget including 21% VAT is €100,112.53. Offers will be assessed on price and automatically scored measures covering the range of methodologies, methodology-category combinations and number of work units. Contract performance conditions include providing employees with the right to work remotely for at least 20% of their working time, reducing paper use and avoiding unnecessary travel. The bidder must demonstrate annual turnover of at least €124,106 and experience delivering similar services. The offer must include the required team CVs, evidence of qualifications and experience, and a work plan describing the evaluation methodology, schedule, information sources and quality controls.
