Leisure service for the social inclusion of people with disabilities in Burriana

Summary

Burriana City Council is procuring an adapted leisure service for people with disabilities to support social inclusion, independence and participation in community life. The provider will plan and deliver cultural, sports, creative, leisure and community activities, support participants and evaluate outcomes. The service has capacity for up to 15 participants. In general, participants must be at least 15 years old, have an officially recognised disability level of at least 33%, and be physically independent in basic daily activities. At least five people must be enrolled within the first two months for the service to proceed. The initial contract runs for two school-year periods from 1 December 2026, with extensions of up to two further years by mutual agreement. A full school year comprises 68 sessions, twice weekly: indoors on Wednesdays and outdoors on Saturdays, each lasting at least 2.5 hours. The first period, from 1 December 2026 to 15 June 2027, comprises 46 sessions—23 on Wednesdays and 23 on Saturdays—and includes 100 coordination hours. The budget for the first two annual periods is up to EUR 30,240, including 10% VAT, and bidders may offer a lower price. Price carries up to 45 points, automatically assessed quality enhancements up to 30 points, and the technical project up to 25 points. Bidders must hold professional liability insurance with coverage of at least EUR 300,000 per claim, have experience delivering similar services during the previous three years, and provide a suitably qualified team of at least three monitors and a coordinator. The bid must include a technical project in the required format and a cost study supporting the proposed price.
