Summary

The tender is for the provision of home-help services in the municipality of Brión, both for people with recognised dependency needs and for users accessing the service through the municipality’s open-access scheme. The service is intended to support users’ independence and ability to remain at home. Depending on each individual intervention plan, it includes personal assistance, accompaniment, domestic help, and psychosocial or educational support. Services are generally delivered in users’ homes within the municipality. The contract runs for two years, with a possible one-year extension. The estimated volume is up to 24,000 hours per year: 23,000 hours for dependency-related care and 1,000 hours for open-access care. The actual volume ordered depends on the municipality’s needs. The base hourly rate is EUR 24.34 excluding VAT, or EUR 25.31 including VAT. The two-year budget is EUR 1,215,052.80 including VAT. The estimated contract value, including a possible one-year extension and a contract modification of up to 20%, is EUR 1,986,144.32 excluding VAT. Bidders must submit evidence of their qualifications and ability to deliver the service, and explain their service arrangements in a technical project. The technical project is worth up to 60 points and the hourly price up to 40 points. The provider must supply appropriately qualified staff, including a full-time coordinator dedicated exclusively to this contract with a qualification in social services, as well as the necessary equipment and technical support. At no charge, the provider must make available at least 5 adjustable beds, 5 hoists with a minimum safe load of 150 kg, 4 pressure-relief mattresses and 7 shower or bath chairs. Contract performance also entails data-protection, environmental and social requirements, including a commitment to employ at least 5% people with a disability rating of 33% or more where compatible with home-care duties.
