Access control and concierge services at the Porto do Molle and CIE A Granxa centres
Summary
The tender covers access control and concierge services at two centres of the Vigo Free Trade Zone Consortium: the Porto do Molle Business Centre in Nigrán and the CIE A Granxa Business Initiatives Centre in O Porriño. The contractor will monitor entrances and exits, provide access information and escort visitors when needed, enforce centre rules, receive calls and parcels, contact emergency services when necessary, report damage or faults, open and close the centres, and prepare meeting and training rooms. Regular service is required year-round on weekdays, excluding national, regional and local public holidays: 08:00–20:00 in Nigrán and 08:00–18:00 in O Porriño. Additional daytime or nighttime hours may be ordered for weekdays or holidays. The contract runs for two years, with one possible one-year extension. The tender budget is €261,095.42 including VAT (€215,781.34 excluding VAT). The fixed service component for two years is €204,621.34, and the additional-hours component is capped at €11,160. Maximum hourly prices are €18.60 for daytime on a working day, €26.10 for daytime on a public holiday, €25.11 for nighttime on a working day, and €32.61 for nighttime on a public holiday, all excluding VAT. Additional hours are paid only when ordered and actually delivered. Participation is reserved for social initiative special employment centres and social integration enterprises. The successful bidder must take over four existing employees: two at the Nigrán centre working 25 hours per week, each with an annual gross salary of €13,683.21; and two at the O Porriño centre working 15 hours per week, each with an annual gross salary of €8,451.86. The contractor must promptly cover absences, keep staff in uniform, appoint a representative to supervise and coordinate the work, and submit a daily incident report. Price accounts for up to 80 points and qualitative criteria for up to 20 points. The offer may earn 10 points for flexibility to change schedules at the authority’s request. For additional service requests, a response time under 8 hours earns 10 points, under 10 hours earns 7 points, and under 12 hours earns 3 points. There is no minimum score threshold. Prices must not exceed the stated caps. Bids must be electronically signed and submitted with the required declarations and evidence. The contractor must comply with employment and social legislation, the applicable collective agreement and wage requirements.
