Layout, publication and maintenance of the CEM E-medida journal and annual report

Summary

The tender concerns the layout, online publication and maintenance of two issues of the Spanish Centre of Metrology (CEM) journal “E-medida” (issues 29 and 30) and the CEM annual report, including continued access to earlier publications. The contractor must follow the existing design and website structure, adapt scientific graphics, complex tables and technical images, provide mobile-responsive layouts and SEO, and resolve publication issues. For the journal, the contractor needs to handle complex mathematical expressions, have advanced LaTeX skills, and convert formulae from Word files, PDFs or manuscripts into web format. Maintenance also covers corrections to earlier issues and keeping image-use licences for Envato assets valid. The contractor must obtain Elementor Pro and Envato Elements licences compatible with PHP 8.3 and WordPress 7. The work may be performed remotely, although CEM may request extraordinary meetings when necessary. The contract is due to start on 15 December 2026, or on the later contract-signing date, and will initially run for one year, with four possible annual extensions. The maximum budget is €7,930.49 including VAT. The three delivery milestones are: issue 29 of the journal by 31 December 2026 (or by 31 July 2027 if the contract is signed after 1 December), the annual report by 30 June 2027, and issue 30 of the journal by 31 July 2027. These deadlines assume CEM provides the materials for publication at least 15 days in advance. Payment is divided by milestone into 40%, 20% and 40%. Price is the sole award criterion and is worth 100 points. The bidder must demonstrate comparable work completed in the last three years worth at least €5,551.34 and experience laying out or publishing scientific or technical publications in metrology, engineering, quality, standardisation or an equivalent scientific field. Annual turnover in the highest-turnover year among the last three completed financial years must be at least €49,155.90. Under this simplified procedure, bidders need not submit evidence of financial or technical capacity with their initial offers, but the proposed awardee may be asked to provide it later. Offers must be submitted electronically, signed, and in Spanish.
