Concession for managing and distributing flexible remuneration plan products

Summary

This is a service concession to manage and distribute flexible remuneration benefits for employees of Aena and its Spanish subsidiaries. A single provider will administer restaurant, transport and childcare benefits, including payment instruments and balance updates, billing, user support and incident handling, integration with the web tool and mobile application, distribution, reporting and system testing. The initial term is two years, with three possible one-year extensions; the estimated total value is €49,793,210 excluding taxes. Aena does not pay a service price: the provider’s revenue depends on employees’ use of the benefits. The bid must demonstrate that the solution is compatible with Aena’s current flexible-benefits system; that one virtual and physical card can be used for both restaurant and transport benefits; that the restaurant card can be used throughout Spain without prior enrolment by establishments; and that the meal and transport cards are integrated into a single technology platform with the flexible remuneration plan. Each commitment is worth 25 points, and bidders must score at least 75 points in the technical assessment. The award is based on technical criteria; no financial bid or price payment by Aena is envisaged. The contract is not divided into lots.
