Printing and supply of UNED official university diplomas and related documents

Summary

UNED is procuring the manufacture, printing, personalisation and delivery of official university diplomas and related security-featured documents for 2027–2028. The scope includes diplomas for different levels of study, European Diploma Supplements, doctoral diplomas and doctoral recognition documents, endorsements on diplomas, security paper for replacement certificates, and micro-credentials, which must be sent to students in Spain or abroad. The contract may be extended for 2029 and 2030. The estimated maximum for the initial two-year period is €422,161.60 excluding VAT, or €510,815.54 including VAT. The contract uses unit prices and estimated quantities: payment is for units actually supplied, and the estimates do not commit UNED to purchase those quantities. Price is scored for up to 60 points, the quality of technical samples for up to 20 points, and the quality of the supply plan for up to 19 points; the delivery method for micro-credentials can earn up to 1 additional point. Bidders must submit the required physical samples and demonstrate the specified financial and technical capacity, certifications and secure-storage arrangements.
