Technical support for railway management and safety on the Bilbao Port network (2026)
Summary
The tender covers technical support for the management and safety of the Bilbao Port railway network. The contractor must provide three services: the railway circulation-responsible function, protection of work on railway tracks with a designated works supervisor, and coordination of railway accident and incident investigations. Services must be covered 24 hours a day, seven days a week; the technical specification requires a team of at least eight people. The contract runs for one year, with up to four annual extensions; the total term may not exceed five years. Staff may require up to two months of training to obtain the required railway authorisations before services begin. The annual ceiling is EUR 426,365.41 excluding VAT. Evaluation covers technical quality (up to 60 points), price (up to 30 points) and an automatically assessed qualitative commitment (up to 10 points).
