Technical assistance for first-level control of Rivas-Vaciamadrid’s URBACT IV project

Summary

The procurement is for technical assistance and first-level financial control of Rivas-Vaciamadrid’s URBACT IV project. An independent and impartial controller will carry out administrative and accounting checks, confirm that declared expenditure relates to approved project activities, review all expenditure and payment evidence, and verify that an adequate audit trail exists. The controller will issue a control certificate for each half-year or annual payment claim, report any irregularities, and advise on the eligibility of planned costs. After each check, the contractor must submit a completed checklist, an electronically signed certificate, a verification report and, where applicable, an irregularities annex. The certificate must be issued within 15 working days of receiving the complete documentation. The contract will run for two years, with performance expected to start on 1 December 2026. Verification deadlines are before 31 December 2026 for the 2026 period, before 31 July 2027 for 2027 and before 30 May 2028 for 2028. The estimated value is €3,000 excluding VAT (€3,630 including 21% VAT), distributed over three years at €1,000 excluding VAT per year. Price is the sole award criterion, and the bid must state a percentage discount; bids above the stated tender price will not be accepted. Bidders must meet the authorised first-level controller requirements and demonstrate the required relevant experience, professional education and knowledge. Bids must be submitted electronically.
