Surveillance and security services for the Moratalaz and La Elipa sports centres

Summary

A 24-month surveillance and security service is being procured for two municipal sports centres in Madrid’s Moratalaz district: Moratalaz Sports Centre at Valdebernardo 2 and La Elipa Sports Centre at Alcalde Garrido Juaristi 17. The service must be delivered by unarmed, duly authorised and uniformed security guards. Duties include guarding the buildings and entrances, monitoring the movement of visitors and property, carrying out patrols, managing keys and responding to emergencies. The contractor must cover the shifts specified in the tender documents, provide replacement staff and the required security equipment, and prepare site-specific security plans and operating procedures. The contract is planned to start on 9 June 2027 and may be extended by two consecutive one-year periods, for a maximum total term of 48 months. The budget is EUR 668,579.18 excluding VAT and EUR 808,980.81 including VAT; the estimated value, including possible extensions and modifications, is EUR 1,604,590.03 excluding VAT. The award scoring allocates up to 25 points to the technical security plan, 40 to price, 25 to social measures and 10 to additional training. Staff transfer obligations apply; the tender documents list four security guards and their employment terms.
