Provision of sign-language interpreting services

Summary

Les Corts Valencianes is procuring sign-language interpreting services to make parliamentary activities accessible to people with hearing impairments. Interpreters will interpret spoken Valencian and Castilian into sign language at all ordinary and extraordinary plenary sessions and at other parliamentary or institutional events where the service is considered necessary. The service must continue without interruption; interpreters must convey speakers’ messages accurately, impartially and neutrally. Sign-language interpretation will also be shown during live broadcasts of sessions and events. The initial contract term is one year, with up to four annual extensions, for a maximum total term of five years. The annual budget is €29,700 including VAT, and the estimated total contract value is €135,000 excluding VAT. The maximum hourly price is €95 excluding VAT, or €104.50 including 10% VAT. Each hour’s price must cover at least two interpreters. The lowest price is the sole award criterion, and the contract is not divided into lots. Bidders must provide details of at least three interpreters who meet the required qualification and minimum two years’ experience, as well as evidence of the company’s financial and technical capacity. The electronically submitted bid must include a responsible declaration, bidder information sheet, evidence of staff qualifications and experience, and an offer showing the hourly price and VAT separately. The successful bidder must provide civil liability insurance covering at least €15,000 and a definitive guarantee, and must deliver awareness-raising and training activities for assigned staff on gender equality and work–family reconciliation.
