Lease and operation of the Caideros pilgrims' hostel

Summary

The Municipality of Gáldar is leasing the Caideros pilgrims’ hostel for operation as a hostel. The operator must also run the restaurant and dining area, manage bookings and guest services, and maintain and clean the buildings, furnishings and equipment. The service must be delivered professionally and continuously: the hostel must open to the public for at least 170 days per year, including weekends and specified periods, and booking and assistance must be available around the clock. This does not require a staff member to be physically present at reception at all times. The restaurant must be open to the public at least on Saturdays and Sundays. The lease runs for five years, with annual extensions possible for up to five additional years. Bidders must offer annual rent of at least EUR 10,557.27, plus EUR 739 in IGIC. The estimated value over the maximum possible term is EUR 105,572.70. Offers are evaluated on annual rent (50 points), relevant previous experience (10 points) and an operating plan (40 points). The plan should address, among other things, organisation, accommodation quality, marketing, bookings and incident handling, additional services for pilgrims, sustainability, and promotion of the local highlands and pilgrimage route. The bidder must provide a person responsible for hostel operations with at least 12 months of relevant experience and demonstrate the required economic and financial capacity. The offer must be submitted electronically with the European Single Procurement Document and the required evidence. The successful bidder must provide a guarantee equal to 5% of the offered annual rent excluding IGIC and maintain liability insurance of at least EUR 150,000 throughout the lease. The operator bears the costs of operating the business, obtaining permits, utilities and maintenance.
