Management, creation and dissemination of content for Aviles City Council’s digital channels and community engagement services

Summary

The tender is for strategic planning, creation, management and distribution of content across Aviles City Council’s digital channels, and for actively maintaining those channels. The work covers daily posts on Facebook, X, Instagram, Telegram, TokkApp and the “Mayores Aviles” WhatsApp channel, as well as creating and managing a new general WhatsApp channel and managing the Council’s LinkedIn profile. At least two posts must be published daily on each named channel. The contractor will also create photographs, videos and infographics and adapt content for the relevant channels, and cover Council activities, cultural and sporting events and other events during working hours. Community management includes daily comment monitoring and responding to residents’ questions, suggestions and submissions, including urgent cases. A bank of 50 hours per year is provided for unplanned activities and exceptional event coverage. The contractor must prepare an initial communications strategy, attend monthly review meetings and submit monthly channel-by-channel activity and results reports with proposals for improvement. Required software tools and licences must be in the Council’s name and owned by it or made available under a right of use. The contract runs for 24 months and may be extended twice, by one year each time. The budget for 24 months is €79,000 excluding VAT and €95,590 including 21% VAT. Tenders are assessed on the technical proposal (45 points), price (40 points) and extended event coverage outside working hours, on weekends or public holidays (15 points); a technical proposal must score more than 20 out of 45. Subcontracting is not permitted.
