Management and delivery of periodical subscriptions for Madrid libraries

Summary

The contract covers the management of subscriptions, delivery and customer support for periodicals in 2027 for Madrid’s public libraries and other cultural institutions. A total of 2,254 copies across 261 journal and periodical titles must be supplied in print and digital formats to multiple locations. The work includes placing subscriptions with publishers before 1 January 2027, delivering publications on time from that date, monitoring deliveries and resolving problems with publishers. Weekly publications must normally be delivered within 3 working days of publication, fortnightly publications within 5 working days, and publications issued monthly or less frequently within 7 working days. Bidders must demonstrate the required turnover and experience with similar services and provide the coordinator and administrative assistant specified in the technical requirements. Bids are evaluated on the discount from unit prices (up to 35 points), delivery time (up to 32 points) and incident-resolution time (up to 33 points). Publications must be delivered to the specified locations in appropriately identified packaging. Environmentally sustainable packaging must be used instead of plastic wrappers. The contractor must keep delivery and complaint records and provide customer support in Spanish on working days from 8:30 a.m. to 2:30 p.m.
